Is there a standard minimum of dependents you can have to re-enlist to active duty, or is it even a factor at all?

I assume you mean is there a maximum (not minimum) number of dependents? No, the military does not discriminate based on the size of your family. It should not be a factor.

There is nothing to prevent you from reenlisting. However, if you are looking at overseas duty stations, you might be limited if you have a large family.
