Is there a way to get a list of every MOS and the requirements for each without going to retention?

It's in the DA Pam 611-21 located on MilSuite. There's a link on Army Reenlistment. There are also additional prerequisites listed in the ATRRS Course Catalog. Cross reference that with the In/Out calls also provided on Army Reenlistment. Then there needs to be a class date for the MOS you request, you won't have access to that information. Finally, since you're in an under strength MOS, HRC will decide if the strengths support your reclass choice. In addition, if you're OCONUS, your class date has to be within 6 months of DEROS.

Well it is going to be a medical reclass so I’m not sure how the under strength situation works

SPC (Join to see) just don't bother reviewing the MOS's that are over strength. Start with the ones that are under strength, then balanced.
You need to review Chp 10C for the requirements of the MOS (ignore the 3 in your PULHES) and the Chp 10B for the specific limitations of your profile.
Understand that you don't get to request an MOS, you make a list of ones that you are physically qualified for and HRC gives you what they decide based on their needs and availability.

SPC (Join to see) Fortunately the other comments have pointed you in the right direction for the base qualifications. Google is an amazing resource.
That being said. If you google “ACFT standards by MOS pdf” and click the third result you should be golden. I have that saved along with the selective retention bonus MILPER message and the most recent In/Out call MILPER message. I do half my retentions work for him because I want faster results. (I ETS in less than 9 mo)
