Is there an Army Regulation stating a soldier may not be on 24hr duty (e.g CQ, staff duty, etc) if the soldier is within certain days of ETS?

None that I know of, and even if it somehow exists I have never seen it implemented unless it is somehow fell on the time where you have your tickets bought to go home with your DD 214. I did CQ and staff duty before I left within week I was leaving Germany. Didn't matter to me though.

There is no Department of the Army regulation that covers that. That would be a locally produced policy letter if it did exist.

NO, and yes you are still pulling duty this weekend.

I once pulled CQ a week or so before I ETS'd back in the day. As long as you are on the Army roster and the 1SG puts you on the DA 6, then you do your turn or pay someone to take your place.

Follow me here. No regulation I knew of other than a DA-6 unless changed, regs wouldn't cover who had duty.
Now it would be smart of any unit to use a SM ETSing to fill duty slots. It can be worked out to have time to clear post. We all know it doesn't take that long if you have your stuff together especially the gear being returned to CIF.
Why use an SM needed for other tasks,especially getting prepped for FTX on duty? Just my thoughts.

No, most of the time 1SGs will take Soldiers off of the duty roster if they are 30 days out from PCSing, ETSing or retiring.

That is like asking if you put your 2 week notice in to a commercial company and expect them to not give you any weekend or midnight shifts.

Its all local policy. Most units that I have been in, remove you from the duty roster when you start clearing.

I know that some installations say they don't want you to do anything that can bring you under investigation with in 30 days of ets/pcs. this is normally in aviation. it is a rule that no one follows though

There is no or should be a regulation that stops military from performing their duties, you are a soldier until properly released from active duty.
