Is there any regulation regarding the closing of a maintenance shop for a full day? My shop SOP which was signed by our CW3 and Commander states that as long as we give customers 7 days notice that’s e can close the shop/change our hours. However now our commander is trying to say we need O-6 approval for this, is there any basis to that?

If the Commander signed it, you should just need to remind him/her of what (s)he signed.

These types of things are good for young Soldiers to know. But I want to caution you against trying to involve yourself, especially at your level. This is NOT your fight, this is your Shop Chief's fight.

Just asking for general knowledge for later/about my ARs, I definitely will not be going to my CO myself

Usually an SOP is created because regulation does not cover it. The NCOIC/OIC should show the commander the memo he signed and ask where he is getting this new information. Maybe there is a conflicting SOP at the BDE level.
