Is there any assistance available for getting hearing aides?

Have you tried the VA ? If you are eligible for medical care and you have a hearing test that shows you need them, they are provided at no cost to the veteran.

Cantact VA for testing/aids. or your medical facility if active

I've contacted VA, doesn't look like my time in service qualifies.

If you're using the VA health care system, you need to make an appointment with your primary care provider. They will submit a referral to the ENT clinic.
At that point, they will examine you and determine if hearing aids are required.
Having said this, if you were never active duty for any reason other than training, it's a moot point.
