Is there any way to apply for a NY State Pistol Permit without physically living in NY?

My home of record is NY. My family lives in NY and I take leave to NY when I can. With that being said, NY doesn't accept ANY of the 49 other states' pistol permits. From what I am told, getting a NY State pistol permit can take upwards of a year. Is there anyway to get a pistol permit for military who are rarely in the state? Without a pistol permit, having a pistol in NY is federally illegal.

Don't forget that NYS Pistol permits are invalid in New York City. Another example of how government is NOT supposed to work.

One of the reasons I moved out of Upstate New York when I graduated High School and never went back.
