SM ETS'd from the Reserves, then came back to Active Duty as an E-5. Does his last NCOER from the Reserves even matter?

No, regardless of how much time is encompassed between the FROM and TO dates, no more than 12 months of it can be rated time on one NCOER, that is the same in any component of the Army.

I had an annual that was 26 months due to a special school I went to. Just get a memo of unrated time. However, when arriving to unit and talking with your 1SG, you should've discussed this.

Lol I did 6 active and then took 6 out and then joined the guard. My CSM blew a lid when he saw a soldier was 6 years overdue
