Is there anyway another S1 can update things into your empilo (705s, weapons cards) ? (An S1 other then your duty station)

Only the S1 of the unit you are assigned or attached to can make updates to your records.

SGT (Join to see) - I would have you and your squad least engage with the S1 NCOIC first. If there is still no response, and you have valid supporting documents, send them via email to the entire S-1 staff requesting they update your records. Cc the unit 1SG. The email will be proof you submitted the documents in case you need it for promotion. It might help in an ARC. If the 1SG can't get this fixed, go see the BN CSM. Finally if the CSM doesn't get it fixed, go see IG.

Problem is "The Good Old Boys System". You miss the Unit APFT and mysteriously come up with a 705 that sez you got 290 when you did an APFT with a different unit. Or you did your weapons Qual with a different unit...
If this is not the case, then your CoC should be ALL up in the face of your S1 to make sure your official records reflect your current status. Use your NCO Channel.

Yea the memorandum is signed from my now company commander. Which you would think gives it all the legitimacy in the world. Roger MSG will definitely utilize my chain even though they're slightly more worried bout themselves and have this meddac handle it yourself mindset.

Higher echelons have access to subordinate units, and way up in the ivory tower they can modify anyone. DA 705 and WQ scores are done in DTMS. There should be multiple operators with access to your UIC outside of S-1.

SFC (Join to see) - It is supposed to. I've run into glitches with ht/wt when the Soldier passes tape not coding correctly, though.

It does not. DTMS feeds into IPPS-A. Until October 2018, please, please, please, continue to endure your servicing S1 continues to receive copies of weapons qualifications and 705s.
