In the ga army national guard is there a regulation that your unit is supposed to provide a place to store your ta 50?

No, typically you will have an OCIE showdown or TA-50 inspection at least once a year where you bring it from your home or record, they inspect, and you take it back with you. The units I have been with have always talked about it becoming a thing but I’m not so sure the Army wants to hold units responsible for personal gear. It’s signed out to you, so it’s much easier for you to pay the Army back if you lose something.

Sometimes, they take equipment and uniforms the unit didn't issue

Seems more an issue about space, theirs not yours.
