On one hand, I would like to see one. However, I also think it would be Federal overreach and that issues such as concealed carry permits should be handled at the state and county level.

He should sign a law, debated and passed in the house... NOT sign an EO, that will simply be removed by the next POTUS that does not like it.

Yes. He has already made progress on authorizing carry on military installations. However, with that, the details are still being worked out and the carry will be "at commander discretion" which means commanders can overrule the POTUS.

I think he should sign it if congress pushes it through to his desk. I do hope they do it smartly stating that only qualified personnel can carry. What I mean by qualified is that they have required background checks, proper training across the board so one state doesn't give them to every Tom Dick and Harry that walks in because they can and the next you have to do everything to include donating your first born.
