KD Time as 1LT?

If you're assigned to an O3 HHD Command as an O2 in the Army Reserve, does this still count as KD time?

If you mean KD for Command as an O3, not unless you were promotable on the OER. Is HHD Command valid for O2 time, yes, did you lead a platoon?

I don't mean to be dense here, and it's certainly an interesting question, however the acronym KD is I'm afraid new to me, I'll look it up, though I just figured I'd ask here as well, no rush, just wondered....

The answer is no, unless you are rated as a 1LT(P) in your company command OER.

So when I was a 1LT and I hit promotable status I was originally projected to be promoted within 60 days. I took command as a 1LT of a task force headquarters company. Then in 2012, the Army started to promote captains at 42 months instead of 36. (The early war years made it where getting promoted to captain was faster.) I didn’t get promoted to captain until halfway through my company command time. My task force commander changed out halfway through and wanted to rate me as a 1LT(P) but my senior rater did not have room in his profile for an ACOM rating for a captain (1LT(P) counts as captain against the profile) so I got rated as a 1LT because my leadership felt it was better to get me the higher mark on my OER. My total KD time for my company command was 7 months instead of 12. However, since they opened LT OERs for boards now (they used to be masked), I’m not sure how much of an effect not getting “full KD” as a Company Commander truly has. I’m promotable to Major right now and since then I have been accepted into two competitive education programs. I used to worry that only having 7 months count as a company commander would ultimately hurt my career but that hasn’t materialized.

Not O3 KD time, but consider this:
Even if you wrap up your first 12 months of this company command as an O2, the OER is still an annual for company command time, and that's what the board will be reading on that one.
Given the choice of a year as XO or year as CO for that company as an O2, you still end up better off with the year of CO time, and you also learned most of what you would have picked up as that company's XO anyway.
