Scott Rigell (R-Va.) and Peter Welch (D-Vt.) introduced the legislation, a companion bill to a measure in the Senate offered by Sens. Tim Kaine (D-Va.) and Jeff Flake (R-Ariz.)] with a sunset clause that the bill would expire in 3 years.
I am glad the sunset provision was included so that the legislation would expire after three years unless reauthorized, repeal the Iraq War authorization for the use of military force (AUMF) and be the sole authorization for the war against ISIS.
It would be great if many more programmatic bills had sunset clauses. Even if the President gave an open ended ROE, and said balls to the wall, some legislator will get butthurt quick when their money starts looking short from donations from anyone, regardless of religion or geo location. . Green is the real blood that runs through congresses veins. Once this happens you'll see inquiries, hearings, and eventually the cries of whomever saying the President is messing up....again. In the end of all this the only ones who'll suffer while this is going on are those on the ground, or about to be on the ground. We'll win when our legislators want us to win. Haliburton(and how many legislators are part of it besides Cheney) damn sure doesn't want us to "win". As long as we're "loosing" they're WINNING billions at a pop with no contest contracts. In order to "win" would we have to go back to the Nam times of body counts as a metric of success? I'm really interested in that thought. If we still need it in three years then they can go back and do it again.
