The overinflation of ratings needs to stop. With the drawdown and the number of promotions becoming harder and harder to come by, what is the best way to identify potential talent for the future? From 2001-2012, promotions were almost automatic to any rank and now that is not the case, so how do we keep the right leaders? Now, as I say this, I know the NCO corp in my branch needs to start showing it has talent to manage.

If you look at the career path of the Officer, at every Key position the Officer is given a NCO for mentorship, experience, and execution. It is not until the BN command level that the NCO to Officer experience ratio starts to even out. Officers need to understand the value of that experience and empower their NCO partner to make their lives easier. A properly empowered competent NCO is a force unto its own.
