in our shrinking Armed Forces we are being asked to do more and more at every rank.  So as we continue to shrink will those people who have been good managers but never good leaders be allowed to stay?  Will we require more leadership earlier and reward that effort?  Is there a perfect balance between the two?

Are Leaders successful Managers or are Managers successful Leaders? Or both?
