Pro-Russians "confirm" they are not behind this and the Ukrainian government has been silent on this matter. I would find it hard to believe that either side would claim responsibility: If the Ukrainians were behind this, that would hurt their chances at receiving aid from many countries, and hurt their image at this juncture. If the Russians claimed responsibility, they would further isolate themselves from much of the Western world (NATO, etc.). I would not be surprised if there is a smaller group taking advantage of the unrest to promote their own politics. I did see an article that has the Russians blaming the Ukrainians for this. The Russians were saying the Ukrainians were trying to gain more support and bring more allies to their side.
