<div class="images-v2-count-0"></div>it is not free, however you could refer them to a low cost service such as Legal Zoom.  They have all the forms that would need to be filled out, they they could go to their bank who usually will have a notary public sign it in the notary's presence.  <br>You can also go to your JAG to see what they would need from there.  <div>He could also check with an organization such as AMVETS or VFW, they have a lot of resources. </div>
