I thought I heard via IT PMI Certification they do not allow you to take the Certification test until you have write ups of specific past projects signed off by people that were involved in the projects that mentioned what you did specifically in project management. It was a pretty significant prerequisite as I remember. Maybe it has changed though or maybe that is what it means by "with your military experience".
