Because its not the responsibility of the VA to provide dental care to veterans. Im interested into how you have come to the conclusion that veterans dont receive dental care. You have to pay for a dental plan and make appointments.

Dental problems are seldom service related. There are dentists there for those cases where it is. Others may get care based upon availability.

100% disability rated veterans receive 2 cleanings per year in addition to whatever routine work is necessary.

Receive dental care from who?
What study indicates vets don't routinely receive dental care?
I qualify for dental care from the VA, but I'm not going to go to them. I'd much rather pay for a dentist of my choosing and is closer to my house than drive for an hour plus.
On top of that, I'm pretty over having a federal employee doing my dental work.

In my own experience, it's because of the hours that the VA Dental Clinic on the other side of town keeps. 0700-1000 hours Monday-Wednesday and Friday morning from 0700-0900. Because of my schedule with school, work, and family, I can't make it there when they're up and running.

There's no statistics in this. Receiving dental care is based on each Veterans whether one chooses to or not. It's just a matter if one wants to continue to have teeth at later years in life or guming a piece of steak for hours without any teeth.

I get dental care from the va and guess what I don’t feel bad about it.
