Is this a scenario or did you witness this? If it was a private citizen, I'd do nothing. Its a flag and they have freedom of speech/expression.

Per multiple SCOTUS decisions, the US Flag Code is pretty much a guideline. If it's a private citizen on private property, I'd leave it the hell alone. If it was a business, I'd ask about it and simply not give them patronage.

What I would not do is break the law or risk creating a violent altercation over it.

If I remember correctly there's a video of a US Army vet who takes a bowie knife and cuts down the Mexican flag hanging over the US flag,and throws it to the ground and yells at the owner. And takes the US flag home. I'm on the Veterans side to a point, but whew,
