How do you even get that award? Seriously. In my time in I found it wasn't the person who was the best at their job or best leader or anything like that. It was usually the best butt kisser in a high visibility job. I see that in the civilian world too. Every quarter it seems the same people are nominated for Civilian of the Quarter. The people in the trenches never get recognized.
These people probably deserve these awards, but I'd love to know what exactly makes them stand head and shoulders above the rest of their peers.
