Then taxes would be raised on EVERYONE, and everything, to include imports. Those currently living at the poverty level would slip well below it, and the country would basically become a sea of poor, working two to three jobs just to make a house payment, and buying only the bare necessities. The answer to his silly question is simple...the same thing that pays for the previous 12 years of given student's education...taxes. Considering that the only federal schools are service academies, this means state and local taxes...as it has always been.

There may be 22m students...but that is not 22m students in 30k/yr schools or even in 4 yr programs. So the napkin math estimate in the OP is a serious exaggeration. Also, many students are in private colleges, something that isn't relevant to a conversation on public institutions.

More to the point, we as a society had decided, decades ago and for historical (rather than principled or philosophical) reasons, that the government should fund education up to 12th grade. No one is talking about why 12th grade was important or how the circumstances in our society may have changed since the 12th grade was important. Nor is anyone framing this problem in historical terms...as in, how much of a cost burden modern college is compared to past decades. College price inflation at rates way faster than CPI, combined with wage stagnation growing wages way below CPI, combined with an obscene rise in college expenditures that are funded essentially by risk-free money (aka student loans, risk-free for colleges, not so risk-free for students), are the variables in this discussion. Keeping it at the painfully superficial "who pays for it" level is not just missing the target, it's swinging way past the range fans.

Net result...we have a system, that for arbitrary (i.e. historical) reasons, considers education up to 12th grade a public good worth a publicly funded service (schools), but education after that as not a public good of the same level of importance. We also have a risk-free college funding model without any price regulation, that allows colleges to essentially gouge consumers and then pay for bells and whistles and administrator salaries. So yeah...I'm with the movement, even if they did send a weak PAO to chat with Neil.
