I am interested in transitioning into those fields of government service after fulfilling my contract with the navy. I still have three years left, but does anyone know of the best way to prepare for a transition like that? You want that to be current when you retire, or keep the gap at six months max. This is true whether you go civil service or contractor. Having a current polygraph with CI helps. Bonus if you also have lifestyle. If you have JWICS or GWAN now, there is a classified classified site for job postings. If you have none of the above, try USAJobs.gov.
