The recruiter can give him an idea of what he is qualified for, but the availability of jobs changes frequently. MEPS will have the most updated lists. It's not possible for him to join first and then find a job.
Other branches you can join without a job Response by SFC Private RallyPoint Member made Dec 20 at 2018 12:05 AM 2018-12-20T00:05:25-05:00 2018-12-20T00:05:25-05:00 SGT Joseph Gunderson 4222108

The recruiter can only give you an opinion (although it could be a very accurate one). The person who can actually tell you is the career counselor at the MEPS. If your brother is not interested in any of them, he can leave MEPS without a contract and start over.

Army Guard, the recruiter can see the vacancies for the whole state, and writes the contract for a specific unit and MOS, prior to MEPS. Your brother still has to go through MEPS before he can sign a contract.

Army Reserve, someone else here would have to answer.
