I wrote letters to the board for my last two promotions. Usually I wrote. to explain a small discrepancy in the records(i.e. Explain why I had a 2nd award on a ribbon but maybe it was only reflected in my DD214 but the 638 was not yet filed or the reason behind a branch device even though I was competing for a different branh. Never write a letter to the board bad mouthing a person or process). They can see the timing of your through dates already. Unless there is some major event you would like to highlight, that&#39;s not on your OMPF or ERB, I don&#39;t think it will serve a purpose. Why did you not get your NCOER completed for the board? Maybe I am looking at your dates wrong, however if I am not then you should not PCS until you have a completed NCOER. Extended Annuals are not authorized because of PCS and I hope you are not taking a 3 month loss of time , because your next unit does not have to pick you up. Also, what is the minimum time required for an Annual, Change of rater, senior rater option NCOER? Based on your dates you do not qualify for a COR NCOER. your next NCOER should be either an annual, or extended annual to cover the non rated time due to this PCS move. MY friend has 5 combat tours 27 years in and fully decorated two BS and PH and all great NCOER, he worked at the CSMA at Fort Bliss for 3 yrs. asked to say one year to completed his degree and got passed over for SGM twice. go figure. Usually the MILPER message gives instructions and guidance with things like the thru date and the deadline that it needs to be at HRC.
