I arrived at my current unit a few months ago, and prior to my recent appearance at the promotion board, S1 reviewed my records and removed the OSR from my ERB, stating that I didn&#39;t serve overseas long enough to qualify for the OSR. My Platoon Sergeant is the one who made me aware of S1&#39;s decision to remove my OSR, and he hasn&#39;t disagreed with S1&#39;s decision or made any moves to investigate the situation, so I did the research on my own.<br /><br />AR 600-8-22 says that the OSR is awarded to Soldiers who are credited with a normal overseas tour completion according to AR 614-30. AR 614-30 says that a Soldier has completed a tour if he serves to within 60 days of the prescribed tour. I was deployed to within 21 days of my prescribed tour, and my early return wasn&#39;t under my control or by my request; my whole unit redeployed a few weeks early. According to my research, I should be able to keep my OSR.<br /><br />I&#39;m going to print my TCS deployment orders and take them to S1 to show that my prescribed tour was only 9 months, but beyond that, I haven&#39;t decided what to do. In fact at my last unit the HR NCO audited all of my OSRs. In my mind, he is doing his job. Honestly I&#39;m glad he did because you never know. Awards and the Qualifications are dynamic like anything else and I've seen them change and change more than once. For them to say you didnt earn it because you returned before the full length of the deployment doesnt sound right. Thats telling someone wounded in combat that is sent home early they dont deserve their service ribbon because they didnt complete their full tour. If you have the paperwork that came with your awarding of the service ribbon s 1 shouldnt be able to tell you no. I was tracking 9 OSR as per my erb. MPD was tracking 6. When I asked they told me 11 months was a complete tour even though my unit deployed and redeployed in 9 months which I figured was a completed tour. I was given the Kuwaiti Liberation medal without stepping foot over there...but because of the way the regulation for that particular award is written, I still qualify. Just be courteous and explain what you have found and how you see it. Then ask them to explain their views. I&#39;m not sure how your situation would be helped with this information. Have you tried contacting your platoon sergeant or platoon leader and asking them if there was a problem with the length of the deployment and see what they can come up with. Maybe there&#39;s a stipulation in the regulation that allowed them to award the ribbon. I know that when I was in the army, Hawaii was considered an overseas deployment. I spent 27 months stationed at Schoffield Bks. I was part of the 45th support group. My mos was 84B, I spent a lot of time pulling paperwork for article 15 proceedings. I did a lot of grip and grins for award ceremonies and change of command ceremonies. I received my overseas ribbon. Sorry I couldn&#39;t help out, but check with your old unit see what they say. My unit got back from iraq early and would give anyone in our company the OSR because it was shy of 9 months.. That only makes sense. If your deployment was for 12 months but you had been wounded after only being there a month, you still get the medal and recognition. In section one of the ERB/ORB/SRB, when it is longer than 9 months, it&#39;s easy to assess, however when it says 8 months, then it comes down to days as others have eluded to. Take copies of your deployment orders and the pertinent regulatory guidelines to your S1 to plead your case for reinstatement. They may not realize the length of deployment you were on and are assuming your tour of duty was cut short. But based on the regulations you stated you actually completed a full deployment. Since the unit was redeployed that should count as a complete tour of duty. Also you were only 20 days short of the original planed tour length. You need to fight for every award you can get into your records because points are hard to come by these days. As a former platoon leader and commander I think you’ve made a strong presentation, and if I were the S1 of your battalion I would reinstate the award based on the information you’ve presented. According to my PMO I met the eligibility but &quot;because I was IRR&quot; and not IMA, I was only authorized the Overseas Training Ribbon. I understand your plight and I suggest you appeal the decision by including the regulation specific to the eligibility criteria. In my case it was a judgement call based on the difference between Individual Ready Reserve and Individual Mobilization Augmentee. The IMA is essentially &quot;Attached&quot; to the AD Unit whereas the IRR is not. The KEY TERM is &quot;Attached&quot; in my case. You may also need a 4187 or some other statement from your company that backs up what you found and requests the OSR be put back onto your ERB just incase BN S1 decides to be difficult about it. So I know I don&#39;t get a sleeve stripe (hella bent about that, our leadership tried extending our deployment, didn&#39;t work) and I&#39;m not sure if we got a OSR. I would ask for the reason why they are taking it away from you, and ask them to put it in writing on the applicable form; I would then take that form with the guidelines for receiving the award up the chain of command, until I either got the award or a damn good reason as to why I receive it, only to have it taken away.<br />Now, this is just me, but I would record audio and video of the meeting with everyone that I had to go to. You can buy a pen at Geek.com that writes and it has a audio and video recording capabilities in it and no one can tell; I have several and I record basically everything and no one ever knows it. We did work closely with S-1 and I do still keep in touch with a buddy from that section that I could ask. Not sure if he would still remember the regs since it has been quite some time ago. However, in my logical opinion, you definitely have a valid case and the proper reg to back up your argument. I would suggest first presenting the reg to S-1 and see if they agree with you. If they don&#39;t I would then contact a JAG officer to represent you and explain your case and present the reg to him or her. The Korea tour was 12 months, The Netherlands was 30 months, with a 6 month Bosnia (IFOR/SFOR) tour at it&#39;s end (considered part of the Netherlands tour since this was a TDY) , and 10 months for Iraqi Freedom. <br /><br />The AR 614-30, 9 continuous months or 11 cumulative months during a 24 month period is correct. Good news is you may get to go again... find another unit that is due to go.. maybe you could transfer and go with them and you could pick up your remaining time and a oak leaf for an additional tour.. <br />———<br /> <br />I don’t know if this had any relation....<br />Back several years ago us Guys in Services(AF) were due to get a new specialist badge.. turns out there were not enough of them, so they delayed the badge to the next year but made it retroactive for any that separated under normal circumstances and wanted it in their record .. Some Veteran’s, like myself were in Veteran Service orgs that required a member have applicable awards to be worn documented on DD 214(215s).. I for one am proud of being in Services and a Cook/Baker Supervisor.. 62270(3M these <br />days. I got my DD215 with it on it back to me in very short time.., I do have, have had people ask what it was for and I am proud to explain it to them.. one guy asked why would I be proud to be a Cook/Baker Supervisor in the AF... I asked them if they they were proud of what they <br />Done.. I suppose not e’body is,, some may have had a occupation specialty nobody wanted.. Doesn’t matter, The <br />Wheel of the Military has many spikes and all are important.. take out a spoke, the wheel becomes weak, take out 2 or 3 or more it gets wobbly in time.. So every occupation is important. Many years ago <br />Civilians couldn’t be in certain areas where the danger of being killed was prevalent. Of course there are contractors for man occupations.. but not even some of them can go everywhere.. <br />Anyway here is my rack and specialist badge... OSR+1 = 2 overseas duty assignments of X days if that makes any sense to you. Don&#39;t know how many days you had to serve...I think it was 180 days... SPC Dean J. See if he agrees with you, he can work with you to get leadership to get it reinstated through S1. If he flat out rejects you, &amp; you still feel you&#39;re in the right, ask him to go with you to your 1SG to get their opinion on it. If he still refuses to see the 1SG on it with you, use your 1SG&#39;s open door policy to show your evidence and get their opinion. Take it as far as your CSM, repeating the steps, using your own belief in the strength of your research. I gotta echo someone else&#39;s argument that this is BS! You went. You served. You came and went on the days they told you to. You&#39;re not some buck PVT who shows up in garrison, didn&#39;t get deployed and complains to the CG about being butthurt about feeling left out because they don&#39;t have a deployment patch and everyone else does because they&#39;ve been deployed. It&#39;s said to have happened at the 101st after I left... or at 4ID after I got there according to a quick internets search. If they didn&#39;t deny you a CIB, CAB, or CMB, they should stop being fussy over a ribbon! That or it&#39;s a tight a@#ed S1 (officer, NCO, or the section in general).
