My new unit says I don't qualify for the Overseas Service Ribbon awarded to me by my previous unit. Are they right?

I deployed to Afghanistan in 2012 with Temporary Change of Station (TCS) orders that said my tour would be no longer than 270 days (about 9 months). My tour ended up being 8 months and 1 day, as my unit redeployed a few weeks early. The unit I deployed with awarded me the Overseas Service Ribbon (OSR) for having completed a tour. I arrived at my current unit a few months ago, and prior to my recent appearance at the promotion board, S1 reviewed my records and removed the OSR from my ERB, stating that I didn't serve overseas long enough to qualify for the OSR. My Platoon Sergeant is the one who made me aware of S1's decision to remove my OSR, and he hasn't disagreed with S1's decision or made any moves to investigate the situation, so I did the research on my own.

AR 600-8-22 says that the OSR is awarded to Soldiers who are credited with a normal overseas tour completion according to AR 614-30. AR 614-30 says that a Soldier has completed a tour if he serves to within 60 days of the prescribed tour. I was deployed to within 21 days of my prescribed tour, and my early return wasn't under my control or by my request; my whole unit redeployed a few weeks early. According to my research, I should be able to keep my OSR.

I'm going to print my TCS deployment orders and take them to S1 to show that my prescribed tour was only 9 months, but beyond that, I haven't decided what to do. Has anyone else been in this situation, or can anyone explain where I went wrong in my evaluation? What would you do in my situation?

I would contact your previous unit and get all documentation that supports you receiving the Overseas Ribbon. Also look into the requirements for receiving the Overseas Ribbon. Good luck.

S1 may have removed it if you did not have the overseas tour completion credit documented (IAW AR 614-30, Table 3-2). As previously mentioned, there is a specified time requirement, if you left at 8 months then you do not meet the requirement.
There are a lot of MILPER messages out about the this ribbon. Continue to do your research.

My last deployment to Afghanistan was also a couple of weeks short of the 9 month mark. We were not given the award for this reason.

I recommend the safer way of earning the OSR by serving a tour in Germany, Italy, Korea, etc. You can travel while doing so.

your S-1 is right the minimum time for a tour to qualify for a overseas ribbon is 9 months after the 9 months is when Tha regulations come in effect, any way be glad they found the error now that you're an E-4 because if they found it in the middle of your SFC promotion board, that is ground for pass over

Without digging out all of the references I had to use - and this is somewhat convoluted - the short answer is your S-1 is correct and you should not have been credited with a short tour.
Afghanistan has a "non-standard" tour length (so does Iraq), and as such a short tour is defined as 9 months consecutively served, or 11 months non-consecutive. The latter is more for air crews, but might apply to other logistics personnel who find themselves in and out of the country.

SPC Shelby Thundercloud, I've been in a situation like yours. In fact at my last unit the HR NCO audited all of my OSRs. In my mind, he is doing his job. Honestly I'm glad he did because you never know. End result, all legit.

In your situation, it was mentioned by others that you did not meet the 9 month minimum to receive credit for the OSR. Keep in mind that you do capture you overseas service as 8 month in the oversees section of your ERB.

There was a change and I forget what it was. I think you have to get 9 months or longer. It was a ALRACT. either CENTCOM or Who ever has control of the area. They tried to take mine and we went round and round. The three I have are still there but wouldn't give me the last one for Afghanistan!

The Over Seas ribbon is for duty over seas. that is why you get the hash mark for service in combat zone, you don't get both.
Ex. If you were stationed at Fort Campbell and PCS' D to Germany and completed the tour, you then would receive the OSR

I didn't receive mine until I returned home from Korea for a 1 year tour. and you only had to be there 60days to put it on there. That unit can not do anything about that

For the Moment you are SOL I'm afraid but don't give up, keep watching the awards authority/manual for your service. Awards and the Qualifications are dynamic like anything else and I've seen them change and change more than once. One of my awards was originally authorized but a subsequent OPNAV de-authorized it, It still shows on my DD-214 since it once was authorized and nothing can change that. Never Give Up Hope.

As far as i know you only have to serve 30 days consecutive over seas taking part in a campaign to earn the campaign ribbon. For them to say you didnt earn it because you returned before the full length of the deployment doesnt sound right. Thats telling someone wounded in combat that is sent home early they dont deserve their service ribbon because they didnt complete their full tour. If you have the paperwork that came with your awarding of the service ribbon s 1 shouldnt be able to tell you no.

"Q11: It appears that in every situation, the OSR is only authorized if a Soldier is credited with completion of an overseas tour. Who determines if an overseas tour was completed and ensures the Soldier’s records is posted to reflect the completion of the tour?

A11: The custodian of a Soldier’s personnel records makes the determination, IAW the rules established in AR 614-30, and posts the completed overseas tours to the Soldier’s record (ORB/ERB)."

Operative phrase here is 'completed tour.' May be a grey area to elevate to BN or BDE HQ/G1

As a Specialst your need to start preparing to become an NCO. As an NCO the lower enlisted will be looking at you as the "subject matter expert" on all things Army. I'll give you the same advice I always gave my Specialist. If you don't know, look it up.

An overseas service ribbon is for a 9 month tour the cutoff is 8 months 15 days they will round up. This is a sore subject for me as I had 8 months 12 days and we were sent home 2 weeks early.

SPC Thundercloud, you have a great attitude on this and your willingness to learn is awesome. The regulation that actually covers overseas qualification is AR 614-30, table 3-2. AR 600-8-22 focuses on awards. AR 614-30 can be a bit painful to read at times so HRC has a great resource that you should add to your kit bag and that is the Awards FAQ. For your situation, question and answer #3 pertains to your situation:

Q3: How long do I have to serve in Iraq or Afghanistan to be awarded the OSR?

Was this your first deployment? If you had a previous tour that was 11+ months and did not have more than 2 years dwell time, then the second ribbon can be awarded even if its under the 11 months. I had a similar issue and the 2nd OSR was reinstated.

I ran into the same problem with my dd214 when I retired. I was tracking 9 OSR as per my erb. MPD was tracking 6. When I asked they told me 11 months was a complete tour even though my unit deployed and redeployed in 9 months which I figured was a completed tour. Unfortunately G1 has not set what a complete tour is for Afghanistan and Iraq so they go from the current overseas reg. so even though you may have completed your units tour it may not qualify time wise for the OSR

I haven't read the references, either, but it may be that if your tour was expeditionary, then the GWOT Expeditionary Medal is the correct award. Sometimes, it's a matter of either-or, not both. There's also the Afghanistan Service Medal.

As I understand it, the SSDR has a 6 month reqirement, and the OSR has a 12 month requirement. Additionally the OSR is intended for when the "where you served was your primary duty station".

I would think if you had done a full 12 months, it would get you a 2nd award for the SSDR, but not the OSR, if you were on any "temporary" anything.

Info from a analog veteran in the digital age. As we all know the overseas service ribbon was not
effective until August 1, 1981. Thousands of veterans who served honorably overseas prior to that
date are not eligible to wear the OSR on their uniforms unless they were still on active duty on the
effective date. The army service ribbon for completion of AIT has the same eligibility regulation.
I served 2 years, 5 months and 21 days in the Federal Republic of Germany during the so called
cold war with the Soviet Union during that not eligible time for the OSR and the ASR.

See FAQ 3 at the HRC link. Short answer, 8months and one day is not long enough to qualify for the OSR, you need 9 months. The genesis of this was when the 12-18 months deployments were the norm in Iraq and Afghanistan.

A short tour in Korea required you to serve 10 months and two days to receive short tour and OSR credit.

They have authorization to remove that award from your records. It's not a unit awarded citation its an army awarded citation. Whoever in your unit is saying that u don't get that award is a moron. I would go by the regs. If you were given the award incorrectly, then I wouldn't fight it. I was given the Kuwaiti Liberation medal without stepping foot over there...but because of the way the regulation for that particular award is written, I still qualify. I was assigned to the USS Kitty Hawk during the time the award was issued. On paper anyway. Even though I didn't check on board until January of 93.

All depends on how the regs are worded. If the regs pertaining to this award specifically states you have to be boots on the ground for a specific time and you weren't, then no, you shouldn't have it

Completing an overseas tour does not automatically mean that an OSR is awarded. The table on the reg breaks down how many months a particular type of tour requires to be awarded an OSR. Most soldiers I've talked in when I am overseas are not familiar with the table.
A simple and clear explanation to the why is already on this thread by 1SG Jerry Healy.

I share with you that I was once audited for OSRs. I am ok with someone checking me, I can be wrong. In this case, I had the reg in my side and the SSG lost the beer bet:) We made it fun.

To qualify as "9 months" it truly only has to be over 8 1/2. So 255 days or greater.

This was told to me, and supported with three different AR excerpts. I made the cut by 3 days.

It's usually not a major point of contention for a BN level S1 ERB scrub, but it really cannot be successfully challenged. Sorry for the bad news!

270 days, was that boots in country? If so Do take all this to your s1 and ask what you are missing in all this that they think you didn't deserve it. Be sure to have regs in hand along with copies of orders. Don't take anything without backup copies somewhere. Be sure the nine months, two hundred seventy days doesn't include train up time not in country. Just be courteous and explain what you have found and how you see it. Then ask them to explain their views.

Coupla schools of thought on this one guys.... first of all.... it's a UNIT AWARD.... which means everyone in the UNIT gets awarded one.... but if you just joined the parent command who's been stationed somewhere overseas, and haven't been with them LONG ENOUGH... then yes... you don't RATE ONE.... now, if it was a PERSONAL AWARD??... AR-com, AR-achievement... then they CANT take that from you... cuz it's PERSONAL...., not everyone gets those.... I received TWO personal awards from the school command that I served and learned my MOS' Quals.... so they had the authority to award me.... and of course they always alert your "Parent" command of said awards.... so when you get back?... they go right into your service jacket!... Correct me if I am wrong the authority to remove and award has to be equivalent or higher to remove it. Were orders issued, if so they must be revoked. I know some of you be laughing over this, but I know in the guard they issue orders for everything under the sun.

I would request to speak to your 1SG. Show him or her your TCS orders the regulation that covers the award and if that fails request to speak to your CSM. Exhaust all your options before going to IG.

Overseas Service Ribbon should and be allowed to be kept for all soldiers who deployed to a foreign country regardless of how long they had spent. They earned it. There are some things that I don't agree with S-1 because they seem to receive certain awards that were not earn or given to them. For example; when I was deployed in Iraq in 2009, for some odd reason S-1 was awarded the silver star and other such medals and they didn't leave the FOB or saw combat. Total disrespect to those who leave the wire on daily basis to risk life and limb.

actually the ribbon can be issued after 45 or 60 days of overseas duty combined, i think 45 days. i believe that is what i read in a description of the ribbon. if you were indeed issued the ribbon, then it stands, even if you go to another unit. they will have to go threw a lot of red tape to have it removed. but in my experience if you do ware it after the fact, you may have hell to pay lol. so it is up to how big of biceps muscles you want to have in the end lol.

You just have to be there 60 days to get it. Its in the regs. Period, tjey can't take it away if it was awarded properly. If they try to take it.
Keep all the paper work regarding it. Tjen contact Missouri send copies and tjey get it put on you record and you go around yout unitt and they can't touch it there.

If the PAC Supervisor and Battalion Adjutant fail to correct the situation which they apparently screwed in the first place your next course could be to request a Congressional Inquiry from your local congressman. Condolences for your loss SPC. At a base I was at, Ibwas assigned to Base Hospital but I represented them and Served on Base Honor Guard. The Base received a Presedential Citation while I was on the Honor Guard. The Hospital is
a tenant org. They said even though I represented them on the Guard and was on it when earned they said I lose it when I leave to another base because I belonged to a tenant Unit. It seamed king of foggy so I went to awards and decorations section. It turned out because I was serving on it when the base earned it I got to keep it. It was same as If I were a member of Headquarters Squadron being on The Honor Guard. There were a few more tenant orgs that had people on base
Honor Guard. Of course the section wanted to have the last word so off to JAG
They went.. I won and lost. Because I was not actually TAD to Honor Guard assigned to that office and working there living in HQ bks.. even though I served on
The Guard when the base earned it, I could not keep it.. Well, stuff happens !

When we redeployed, we were told you had to be in country a total of 8 months and 15 days, or more. My unit came back early as well (8 months 13 days) and we weren’t awarded our overseas ribbon

Yes I had a very similar situation it did not Involve, oversee service. When I left the active-duty and went to the National Guard I was awarded at two separate times The Armed Forces reserve component achievement medal. So in short I had two of them when I left my last assignment in Washington DC my unit that I was with at the time, 3-265AD (Avenger) really hated my guts to be blunt about it “and no I’m not a shithead these are just a bunch of jackasses that only go to Washington DC at worst ). At the end of the mission that we were on which was a little over a year about 379 Days they were giving out that TIS for good conduct time for their entire guard service not just that mission because, the only award that we were receiving was the Armed Forces reserve with “M” device but most of us already had it so they could not awarded again But depending on how much time in service you had you could’ve had an hourglass awarded. These dip shits are all about trying to make the racks look bigger so the justification for awarding the metals were as for time but depending on how much time and service you had you could’ve had an hourglass awarded. The Armed Forces Reserve Component Achievement Medal is not a good conduct medal. It even says so in the name “achievement medal” for some reason at the end of the mission when they were doing end of tour awards of course the ones that I wrote we’re approved but disapproved when they seen my name on it as the person writing it and, the ones written for me did not get considered even know it was an AAM.

What ended up happening was the dickhead admin guy who had just gotten promoted to weeks prior said, “you were in the active-duty and not the National Guard in the two metals that you have are going to be taken away you are now going to be getting awarded your first one in what ended up happening was the dickhead admin guy who had just gotten promoted to weeks prior said, “you were in the active duty and not the National Guard, the two metals that you have are going to be taken away you are now going to be getting awarded your first one”. It’s funny how that worked out isn’t it? I got my first one in 2007 from a reserve unit that I supported while on active duty and I got my second one in 2008 when I left active duty and join the guard. This was 2013 so after this horrible mission which pushed me will be on my breaking point And caused me to quit going on special missions anymore because, I did my job The right way and expected people of higher rank to act inherit to that rank they hated me for it and tried to take everything away that they could. But, long story short when I got to Demob I didn’t get anything but I did keep my two original metals because I was right in the end. So my advice to you is you know you’re right you have orders for them do not let some S1 know it all who really doesn’t take away what is coming to you. After that mission I was an OC/T and now I am in AIT instructor And I seen plenty of soldiers go overseas for less than a year right about the same time that you have and get overseas service metals because, you completed your tour as you were ordered if for any reason you were thrown off of that tour or we and I seen plenty of soldiers go overseas for less than a year right about the same time that you have and get overseas service metals because, you completed your tour as you were ordered if for any reason you were thrown off of that tour or were evacuated well short of what was indicated on your orders then maybe you would not be eligible. While I was in the Navy I changed duty stations and transferred to a new ship that was on deployment. I completed more then half the deployment and received a South West Asia medal. Guess it's different for the Army. Might want to check with personnel/admin.

I have learned that the military has their minimum times of deployment. And if your short even one day from the minimum then you don't get you pin.

Sometimes, you need to serve at least one year overseas in order to qualify. I'm not sure how your situation would be helped with this information. Have you tried contacting your platoon sergeant or platoon leader and asking them if there was a problem with the length of the deployment and see what they can come up with. Maybe there's a stipulation in the regulation that allowed them to award the ribbon. I know that when I was in the army, Hawaii was considered an overseas deployment. I spent 27 months stationed at Schoffield Bks. I was part of the 45th support group. My mos was 84B, I spent a lot of time pulling paperwork for article 15 proceedings. I did a lot of grip and grins for award ceremonies and change of command ceremonies. I received my overseas ribbon. Sorry I couldn't help out, but check with your old unit see what they say. Maybe the jag office could give you some guidance. Good luck with it.I hope it gets resolved in your favor.

I did an appeal to amend my DD214 and it was fixed by a panel of colonels in D.C. If your unit is full of assholes, you may have to correct it after you get out. Save your orders or any record/dates that prove you were in a location at a covered time. You will need to submit copies with a DD FORM 149 to

Ya you arent the only one.. My unit got back from iraq early and would give anyone in our company the OSR because it was shy of 9 months.. But on the other hand i was stationed in Korea for a year and our brigade shut down and was giving the OSR to guys who had only been there a few months.

In my opinion, if you were deployed there then you deserve the ribbon. That only makes sense. If your deployment was for 12 months but you had been wounded after only being there a month, you still get the medal and recognition.

I was active duty in Germany for a year and a half back in 1978-1979 before the OSR even came about. Unfortunately they didn't make it retroactive. I then did just over 8 months in Iraq in 2009 with the PAARNG and fell just shy of the required days. To me it is what it is. My shadow box is just fine with my 10 Federal Medals, 3 National Guard Medals, 17 total ribbons, 1 Meritorious Unit Citation Ribbon, 1 PA Governor's Citation Ribbon, a CAB and numerous other qualification badges.

My personal opinion is that most of us at one point or another probably deserved a ribbon or medal that we didn't get. In the grand scheme. There isn't a single medal or ribbon on my uniform that defines me, or validates my service. Personally, I could see from your platoon/company leadership's point of view that the more you push the issue, the more you just come off as a ribbon chaser. I'm not accusing you of being that. All I'm saying is, I think it's more important that your command views you as a valued member of the team, than a thorn in the side creating more administrative troubles added to their already ridiculous list of BS to take care of.

MEANWHILE as I check and review Officer Record Briefs for PME and upcoming promotion boards, I have a plethora of Warrant Officers who should have been awarded the OSR concurrently with their tour award and NATO medal who do not have it and S1's arguing the opposite. Under the criteria and regulations I summarized that you did not qualify as presented in your question. In section one of the ERB/ORB/SRB, when it is longer than 9 months, it's easy to assess, however when it says 8 months, then it comes down to days as others have eluded to. Just like Overseas Service Bars (combat stripes) do not make the board members do to much work. The KISS principle has worked for many years and splitting hairs for things like this just takes to much brain energy, time for more coffee!

I cannot believe how many blatantly wrong answers have been given. Look at table 3-2 in the regulation, it lists off all ways to qualify for the award. The 9 month requirement is only ONE way to earn it out of many. If you are credited for a "completed overseas tour" you have earned that ribbon. To see if you are credited with a completed tour loog at the box that pertains to your deployment near the top left of your ERB. Does not matter if it was 6 month or 7, or 13. Only if you are credited with a complete tour. Stand y our ground and take the reg with you. It doesn't matter what S1's opinion is...they don't supersede regs.

Soldiers must be credited with a normal overseas tour completion in accordance with AR 614–30. Servicemembers who have overseas service with another branch of the U.S. Armed Forces must be credited with a normal overseas tour completion by that Service to qualify for award of the Army OSR. You have all the regulatory backing to state a strong case for reinstatement of your OSR. Take copies of your deployment orders and the pertinent regulatory guidelines to your S1 to plead your case for reinstatement. They may not realize the length of deployment you were on and are assuming your tour of duty was cut short. But based on the regulations you stated you actually completed a full deployment. Since the unit was redeployed that should count as a complete tour of duty. Also you were only 20 days short of the original planed tour length. You need to fight for every award you can get into your records because points are hard to come by these days. As a former platoon leader and commander I think you’ve made a strong presentation, and if I were the S1 of your battalion I would reinstate the award based on the information you’ve presented.

It could be a test of your character, take a copy of the AR and your TCS, show the S1 that by regulations you earned it and you deserve to keep it. I hear a lot of this is going on in various units. Respectfully Specialist: I served in Berlin from 84-87 in IRR status, served on AD the minimum time to qualify (30 consecutive days), and was even received orders for deployment during the Libya crisis before returning stateside. According to my PMO I met the eligibility but "because I was IRR" and not IMA, I was only authorized the Overseas Training Ribbon. I understand your plight and I suggest you appeal the decision by including the regulation specific to the eligibility criteria. In my case it was a judgement call based on the difference between Individual Ready Reserve and Individual Mobilization Augmentee. The IMA is essentially "Attached" to the AD Unit whereas the IRR is not. The KEY TERM is "Attached" in my case. If you feel slighted and your initial decision to remove is upheld, you can request a records review after you are discharged, for service awards and decorations (Medals). see DD FM 149 Have all your evidence included, including the Regulations cited.

I would print the Reg and highlight the applicable section and bring that to the attention of your coc( team leader, squad leader, and PSG). Then take it to your S1 along with a copy.of your deployment, redeployment, and OSR orders amd a previous copy of your ERB showing the award before they removed it. You may also need a 4187 or some other statement from your company that backs up what you found and requests the OSR be put back onto your ERB just incase BN S1 decides to be difficult about it.

I don’t know Army Regs- but I believe you have both the Over Seas Deployment ribbon and something equivalent to the Sea Service Deployment- correct? OSR is for a non-combat related PCS tour over seas. SSDR is for combat related deployments. Having been to Afghan, you would rate the latter.

I deployed in '14 for 5m 3w and a couple of days. So I know I don't get a sleeve stripe (hella bent about that, our leadership tried extending our deployment, didn't work) and I'm not sure if we got a OSR. I don't look at my ERB in detail, or my iPerms. News to me if we did get a OSR. By the time I deployed, they were handing out ribbons, medals and everything else like consolation prizes. "Hooray, we all got one." It kind of takes away from their meaning. Anyway, yeah if it says you don't get it in the AR, the DAPAM or other, then it is what it is.

Your S1 was 100% wrong for removing the award. You served the entire tour with your unit, therefore considered a "normal" tour, and it was long enough to be considered an "overseas tour".

This should be an easy fix. Show the reg to the S1 Actual (not some Private snuffy or buck Sergeant) and if they still resist, IG.

Don't sweat it. If it was worth points towards advancement like a Good Conduct or Achievement then it would matter. Otherwise the Overseas Service Ribbon is just a gedunk ribbon. I know it's disappointing to removes pretties off your chest but it's not worth heartacking over.

This is the first time I have ever heard of a unit taking away a ribbon that has been awarded! I do not think its right and as you stated AR 600-8-22 lists the rules and your tour fall within the regulations. I think this is very bad judgement by S1.

Same thing happened to me... I gave up fighting but when I went to the 1SG board 15 years after my deployment, a CSM said you have an "M" device with with no OSR, you didn't get selected because you didn't actually verify your ERB you just checked the block. So now I'm at the battle again.

You have clearly served and within the allotted time frame, and you have earned the award. I would ask for the reason why they are taking it away from you, and ask them to put it in writing on the applicable form; I would then take that form with the guidelines for receiving the award up the chain of command, until I either got the award or a damn good reason as to why I receive it, only to have it taken away.
Now, this is just me, but I would record audio and video of the meeting with everyone that I had to go to. You can buy a pen at Geek.com that writes and it has a audio and video recording capabilities in it and no one can tell; I have several and I record basically everything and no one ever knows it. Also, it cost less than $10.00.

You are caught in a technicality you didn’t serve 90 days which is a prerequisite for the OSR. The other unit you were deployed with were they active-duty or reserves? Because the reserves have a different entitlement whereas if they are deployed overseas and their deployment is over no matter how many days it was they can receive the OSR

I have been out of the service since 1968 so I have a dumb question. When was the service ribbon first started? I was in Germany from 1965 to 1967, then V.N. 1967 to 1968 and never heard of this service ribbon.
On another question, I have most of the eye candy awarded listed on my DD-214, but have found out there were other ribbons awarded for 1967 through 1968 after I discharged. They were not approved until 1969. Anybody know how to confirm those awards as my grandkids want to make a shadow box.

As a serve I volunteer for a tour to Iraq I'm 2006 to 2007. I was recommended for a Bronze Star but never received it. I tried all way possible to find out the whereabouts with no avail. I was also awarded the CAB and my reserve command was able to award it. At least I have the CAB.

Considering how easy they give out awards for almost nothing these days, I find myself amazed at the incompetence of the admins at your current unit. My last unit assignment was unit clerk and I used to review personnel records regularly there and the unit prior where I had an additional duty as Retention NCO. From my experience, you seem to be correct. Take your orders, plus the amended orders, showing your time shortened, and then photocopy an excerpt from the regulation, and bring them all to your S1. If he still balks at allowing you to keep your ribbon, tell him you feel compelled to register an I.G. complaint, then follow through on the complaint to the I.G.. Sometimes you have to play hardball with well meaning, but inexperienced Leaders to get them to see reason.

Be aware though, my experience comes from years ago, and the army loves to change things. Be very sure of yourself before making an I.G. complaint. Also, have the S1 explain fully WHY you don't qualify, not just a blanket you don't, and not tell you why.

I was deployed on a WESTPAC IN 83 for 6 months a received an overseas ribbon. If I'm not mistaken you qualify for that, plus any were you in a combat zone. You might have a beef about that. request mass or what is the equivalent to that in the Army. If you have to go all the way up to the base General it might be worth it.

Admiral Boorda was probably the most beloved Chief of Naval Operations to have held that position. He was truly, "The Sailor's Sailor." His medal with the "V" for Combat was awarded to him by Admiral Zumwalt when Admiral Zumwart was in command of Naval Forces Vietnam. When asked, Admiral Zumwalt stated that Admiral Boorda was entitled to the award and device. I met Admiral Boorda a number of times and he was sincere in his policies of taking care of the enlisted sailor. He was famous for making spot awards, promotions and transfers. He noticed that Army and Air Force personnel were being awarded Achievement and Commendations in huge numbers in comparison to the Navy & Marine Corps. So, he told commanders to give more personal awards. I'm not so sure I agree with giving out medals freely, but things have changed tremendously since I retired.

I'm not positive but was told that if another ribbon is issued for an overseas tour, i.e. Afghanistan campaign ribbon, you aren't going to be issued on OUR. That was issued for such assignments as Germany, or Italy, etc. Please check the AR again.

Your S1 doesn't have the authority to rescind the award regardless if it was issued in error or not. I've retired (former theater level S1 NCOIC) and don't have the reg in front of me but I experienced a similar situation. Do a little research into who can approve and rescind an award (award authority) and submit a JAG inquiry (its different than a JAG complaint).

You're doing it the correct way. Have all the regs printed and placed in order of presidence. Request a meeting with your local JAG first though and see what the next step is.

I do not know about now, but when I was in, if you are in a combat zone and you are overseas, a tour of six months or more is all it takes to get your overseas stripe.

You just need to take your orders from deployment to enlistment office and have them reimput the r's into system and it will reflect that you were awarded the ribbon. Always keep copies of all your orders .goog luck

I'm not an expert as I worked in the S-2 Security and Intelligence section of my Combat Engineer unit. We did work closely with S-1 and I do still keep in touch with a buddy from that section that I could ask. Not sure if he would still remember the regs since it has been quite some time ago. However, in my logical opinion, you definitely have a valid case and the proper reg to back up your argument. I would suggest first presenting the reg to S-1 and see if they agree with you. If they don't I would then contact a JAG officer to represent you and explain your case and present the reg to him or her. My guess is that you should win your case with the valid regulation as evident proof. Good luck! Thanks for your service my friend!

NG or AD. NG and Reserves have a different award.
And you can contact HRC and talk to a personnel manager in your branch. They can be very helpful.

Talk to the CSM use the open door policy bring copies of the regulation and ask politely if there is a way to keep your award with out creating an offense.

I thought as long as you were on order for it you should be fine. People tend to make up their own rules in the army

I'm certain during my time in the service, and it's reflected in my awards of the OSR, that you did not receive an OSR for any tour for which you received another service award. For example, I did not receive an OSR for DESERT SHIELD/DESERT STORM because I received the Southwest Asia Service Medal. Because you can't receive two service awards for the same service, I wasn't allowed to add another number to my OSR.

I took a quick glance through the Military Awards regulation, but didn't see anything except a short comment under the SWASM award, but I'm sure it's covered in the regulation somewhere.

In a similar vein, but not exact. I was MMRB'd in Oct 93. When I OP'd Ft Ord(yeah it was still a place then, almost) I was given 2 photocopies of an ARCOM certificate, that was def me being awarded. Can I or can't I?

You qualify for the OSR if that one day was in the 9th month of your deployment. One day = One month. For example, if you deployed 3 March and redeployed 1 November (one day in November is one month), then you qualify for the OSR.

I think that is referred to as a class two metal or award... in which case they can't touch that. But we all know a lot of commands just do as they wish. :)

Ask to see the BN CSM before you do anything go through your PLT SGT and 1SGT. Bring them the relavent documents. The CSM represents you to the BN CDR who does not want a legitimate IG complaint. Tell people, respectfully that you would like to use your NCO chain of command o help with this problem. Make your case but do it following customs and courtesies. You may be pleasantly surprised by engaging with them. They have the S-1s bosses ear.
