My previous NCOER had me rated qualified but had me ranked 2 of 3 SSG's. I spoke with my PSG and they stated that even though it says qualified the rater comments will make it sound like highly qualified (is that true?). However, my NCOER before had the same thing but had me as highly qualified. I have never received any article 15&#39;s, GOMARs, or anything negative in my records. Will this negatively affect me when I get looked at for SFC? I have 101 college credits (still working towards my degree), Drill Sergeant, and a lot of military schools. Have you discussed this with your Senior Rater (SR)?<br /><br />First to your specific question - will this impact on your promotion to SFC. Doubtful if you have a &quot;heartbeat profile&quot;*, which it sounds like you do. Promotion boards understand the following stuff about profiles and there will likely be a lot of your peers that are in the same boat as you are (getting &quot;Qualified&quot; NCOERs). The fact that you have a small population of E-6s being rated by your SR works in your favor.<br /><br />It is very possible that you have fallen afoul of a SR profile. Your SR will be limited to having &lt;25% in &quot;Highly Qualified&quot; and &lt;25% in &quot;Most Qualified&quot; .. the rest will be &quot;Qualified&quot; or &quot;Not Qualified&quot;. So, basically 50% of your peers will be &quot;Qualified&quot;.<br /><br />For NCOERs, the rater is limited to only being allowed one &quot;Most Qualified&quot; in the first four NCOERs he submits. If this is a new profile for SSGs for the SR, then his hands are tied (you said that he is rating three E-6s).<br /><br />The way that profiles work with HRC is almost wizardry... the profiles are assessed by each evaluation as it hits HRC. I had to track not only WHAT rating I gave an officer or NCO, but also WHEN the evaluation was submitted to HRC to ensure that I wasn&#39;t going to misfire and give someone something I didn&#39;t want to give them (and get a nastygram from HRC in the process).<br /><br />----------------------<br />* A &quot;heartbeat profile&quot; is one that is showing that you &quot;are alive&quot; ... That&#39;s not highly qualified, that&#39;s qualified. That is middle of the pack among your peers. Boards fully understand the duties and responsibilities, they also understanding how ratings work. While your NCOER does not sound to be oustanding it does not berate you. <br /><br />The board sees a great deal of documentation and makes decisions based on the total package, Dow stage NCOER have an impact, certainly it does, so does everything else. <br /><br />What you now need to focus on is outperforming your peers, seek council with the senior rater an ask what it is in there eyes that placed you where they did. From there you and your rater can establish a plan. BTW, it is the senior eaters responsibility to council you on your rating anyway. I also personally retain such ratings for those above and beyond. I don&#39;t use them as my profile allows for. I&#39;d hate to be out of them in my profile for a superstar performer in a superstar year. <br /><br />I understand there is no limit to the three below tiers. <br /><br />I have been mentored to use QUALIFIED as a &quot;minimal&quot; rating, and I use it for folks that just barely are there, and I don&#39;t have documentation to support &quot;NOT QUALIFIED&quot;. If you get NO QUALIFIED from me chances are things are in the works to kick the soldier out of the Army, or at best, It&#39;s my intent to not let the soldier reenlist (usually flagged in some way if they try to reenlist and need my OK to waive the flag in order to reenlist). <br /><br />I&#39;ve also been mentored that the comments on Potential have a common language. <br /><br />AHEAD OF PEERS<br />WITH PEERS<br />NEEDS MENTORSHIP<br /><br />PROMOTE NOW<br />SEND TO SCHOOL NOW<br />SEND TO SCHOOL WHEN READY<br /><br />Finally, I get the impression that successive assignments doesn&#39;t get the attention it needs. The rated soldier should basically hand the raters these future assignment ambitions. They should be UPWARD, and career rounding. Then after consecutive Evals those assignments should follow and lead like the Army plotted in all the career briefs we get. <br /><br />Here&#39;s how I like to think of it. <br /><br />WWIII just started, and hundreds of thousands of currently serving soldiers are all going to be ramped up in rank and responsibilities solely based on our Evaluations because there isn&#39;t the time or anything else to base it on.
