What it means? Your unit organization’s strength manager ought to get you to an authorized position. And yes, it justify your reassignament to an authorized slot somewhere else. Just use some logic when you approach whomever that might be. If you are Active Duty, hit up your S1 and 3 to find out where open slots are. Then submit transfer request (4187). If you are coming from IRR into a USAR unit sometimes orders state that the SM agrees to a reclassification to another MOS. But yes, not having a slot on the MTOE is grounds for a transfer as your NCOER will state that you were not in an appropriate position for your rank/MOS. 2 up and 1 down is generally the acceptable limit, but as an E5 i would caution you to stay away from E4 positions even if there is an MOS match. Doesnt look good for evals that youre not in an NCO position. Get with your retention NCO and they can help you find other units with positions you are qualified for. They can get orders to a unit needing your MOS. You can also go to your retention NCO and see if you can reclass to a needed MOS and maybe get a bones.
