In your case, I would definitely write one since it will explain a deficiency with your packet. Make sure you do it correctly though. If you do not have the corrected copy, I would still draf a letter stating what you are doing to fix this and submit the incorrect for board review only. In your letter to the board president explain that the latest NCOER is yet to be uploaded due to faults not of your own and this is just a copy of what is to be uploaded soon. The fact that the mistake made it past your Senior Rater, Rater, you, and all that checked for mistakes like S1, 1SG, and CSM. That board is going to say the same thing and ask how did this happen? It may trigger the question if the Soldier reviews her records like this what's that say about her when it comes to her Soldiers?
