New Army NCOER form DA 2166 - What are your thoughts on it?

The difference between the current NCOER and a balloon is that a balloon will eventually pop after being over inflated.

After the HRC training I went through yesterday, I believe that 24% is still too high for SR Top block. The guidance I received was that on the 2166-9-2 1/9 should receive among the best, 2/9 should get exceed standard, and 6/9 should get met standard under the profile system. Also... the main thing people are missing is that it's going to take the next 3-4 years to mature a lot of rating profiles... thats going to lead to alot of hurt feelings... unfortunately we are in an Army where everyone expects a trophy. This is a system very close to what officers have been using for years. My fear is that it's going to encourage individual rather than team achievement in the Army Organizational Culture.

After processing some of the new NCOERS in my shop I realized that once the SM signs his NCOER you can change it still. I know the last one locked everything but the change to PDF may have some over looked errors. It could ruin someone's career, or just be a huge head ache, if someone were to alter the ratings just before uploading to the evaluations site.

I think this will be a good thing, reason being for those NCOs that are just skating by will now actually have to tighten up their shot group
