Looks like it is going to be signed. So it will be a little bit less paid for the retiree, but have a separate money on the TSP. Looks ok for new comer, at least if something happen on their way toward 20 years, they still have a pot of money in the TSP to "do" something with. I think this is a good system, it take care of all range of veterans.
I heard many stories of service member that served 18 years .. and then quit with nothing ... so this would really help those kind of future service members.

I kind of like the idea....
1. the all or nothing did lead to some retired, on active duty.
2. a 38 year old drawing a check for the rest of his/her life is hard to sustain, fiscally.

Well ... that is the deal. The modification of the retirement partially is because of the cost of the payout to the retirees. The politician try to cut costs, so I think this "cut" make sense and put the retirement on the hand of the service members themselves.
But then ... will more of them stay longer and retired with the "pension"? or will more leave the service early because of the money in the TSP?? that will be an interesting topic to really research into.

Every option should be looked at. The fact is that the government currently has unsustainable obligations and many of the allegations are retirement plans.

Well, I guess the way that the government "save" on retirements is to reduce the retirees payout. and put more "current" money for the service member to invest themselves "in one of the controlled investment options".
I still don't really like that TSP concept that much ... but having a 401k and a TSP ... I can see why TSP is better than 401k because government pay some of the expenses in TSP, so it make TSP is a cheaper investment for service members.
