My thought was why bother to issue it. The Guard wants Soldiers to go out and recruit their friends to joint. They want Soldiers to participate in public events. Can't have it both ways.

I remember during my first deployment when we were at Dix an article appeared in the hometown paper that we would be on a plan in three days for the Middle East. We had training scheduled for another two weeks. Part way through that night's training meeting the 1st Army Adviser pulled the Diamond and CDR out. When they returned, we learned our rifle range had been moved to the morning, not next week and the day after we would be hitting our final SRC visit so we could clear post the following day to catch a plane for the Middle East!

We learned our flyout date from the local paper.
