It is the Soldier's duty to be at the appointed place of duty at the appointed time. The unit is responsible to provide transportation when needed to an off site location..Is that in a regulation someplace? Sure in some form or fashion.. though not likely in direct words that say the unit has to take privet X to the off post PT location.
Bottom line, the unit leadership should ensure all required resources for the assigned training are in place. If SM have the ability and desire to move themselves to the training location off post and POV's are authorized (like say its not in the training are live fire area where POV's are forbidden) If an SM does not own transportation, the first line supervisor should assist as needed in securing transport, be that a seat in someone's car, or a TMP vehicle.

Yes, I was looking to see if there is any regulatory guidance on the subject of transportation of Soldiers. Our unit conducted off post PT and I had a Soldier that did not want to drive the 21 minutes off post to go there. His argument was that he lived on post so that he didn't have to drive far for unit functions such as PT, work call etc. The unit did not coordinate for transportation for on post Soldiers or those without a POV unfortunately which is why I was curious if there were any regulatory guidance that I could cite to back up the order for him to be present. My take was that he conducted/attended to his own personal medical appointments on his and other installations (due to a lack of availability of services required). For some reason I thought there was a certain radius to which a Soldier was required to provide their own transportation if they possessed the means. Similar to how if a medical appointment was outside of 50 miles, government transportation could be requested/provided to the service member.

SSG Daniel Deiler -
In 28 years seven months the only time it ever came up as an issue which with a junior non commissioned officer who wanted to play games.. He clearly felt he was smarter then all around him...
Easy fix, his PL, his platoon sergeant and that young SGT were directed dispatch a 5 ton and which they used to transport that young soldier, in the back of the 5 ton and for safety considerations, of course full kit was worn.
Safety briefings, route planning, mission brief, emergency breakdown and recovery plan briefed, after action report presented to the Commander and I, before, during and after PMCS conducted, Vehicle washed and inspected, returned to the MP.
Start time for the event was early something about 6 o'clock if I remember right.
In order to get everything required before departing, they had to report for duty at about 0300.
After the event it took him about six hours to return the vehicle to the motor pool having conducted maintenance washed it and conducted an AAR
All because that young Sgt could attempt to push buttons and not transport himself 15 minutes off post.. Not because he did not have a vehicle, not because he was not offered a ride by a fellow SM, but because he was "Smarter" than everyone else and know we would back down and let him not attend the event when we could not provide transportation. (Off post MIl vehicle use was very restricted, and took the Bde CDR's signature on the dispatch, and he could only do so after getting the DIv Chief of staffs permission. ..Young SGT "KNEW" that would never happen,,so he was safe....it took me longer to print the dispatch form then it did to get the CofS to say yes when i called and explained the deal...)

SSG Daniel Deiler When preparing the OPORD for this training event, transportation arrangements should be included specially for Soldiers that do not own a car.

100% agree that if somewhere off post, transportation should be the units responsibility and should be reflected in the OPORD.
