Is too much paperwork and bureaucracy leading to dishonest Officers and SNCOs? While the report only focuses on the Army and Officers I would have to think that if it is happening in one place it is probably happening in other places as well.

Needless to say, lying is normally a bad thing. In light of the latest scandal about Army leaders lying, it would be interesting to see how they would stack up against the average American citizen.
