I guess he could try to speak to branch detailer and see what can be done but my guess is PCSing. Came down on orders, DA select for recruiting six months later. Only way out is a DEC statement. Then, S1 should submit a deletion of orders. Even if you reenlist for a stabilization tour, all they have to give is 60 days (might be 90) and you can become eligible to PCS again. It is what happened to me.
