If she is not that age, then she cannot give legal consent by herself to the proposal. She would need the consent of her parents. I don't believe UCMJ put additional restrictions on this, though I am not 100% sure. The military doesn't "marry" people. That is the pervue of the state. Military is a federal entity so it doesn't go by state laws. The question came up several times in my unit and and this is the response that came down from our CoC, usually via safety briefs. I don't know the regs for it though so I'm only going off the warnings we received many times.
