Does anyone have insight about the delay on approving scroll P19-25?

Is someone on the scroll holding us up for adverse actions? It has been awaiting SECDEF approval for 142 days.

Promotion scrolls requiring SECDEF approval (primarily for appointments in grades W-1 to W-5 and O-1 to O-3 in the Active Component, and W-1 to W-5 and O-1 to O-5 in the Reserve Component) typically take around 9-16 weeks to get approved once submitted. The Secretary of the Army is required to report to Congress when a promotion or appointment scroll exceeds 200 days between service receipt and publication, highlighting potential delays
