per diem and mileage Pay in annual training group travel order group flight?

When travelling on group flight on group order (as opposed to individual order) for annual training of 3 weeks, are the soldiers entitled to the per diem every day, mileage pay ( driving to and from airport/unit ), BAH, subsistence pay besides the regular base pay ?
I am aware with individual order last year, I was able to create voucher on DTS and request the per diem and mileage pay. This year we are on group order and not sure if I will be able to create voucher in DTS since there may not be authorization available on DTS to create voucher from. Also another mission last year, I was on group order, and I was not able to create voucher at all and had to for go per diem, mileage. That travel was little messed up due to DTS related poor planning. Any insights will be much appreciated.
