If countries have the budget they will work on new weapons systems based on new techonogy and doctrine. The China has no wars to fight. It will focus its military and economic strength to increase their global footprint. IMO in this regard, we are playing catch up. If I was Russia and China I would support terrorism and insurgencies who are in conflict with us. We will expend vast resources fighting them.
