OBC is required for promotion to 1LT AND CPT. If he has not completed OBC as you stated and he is wearing anything other than 2LT rank i would pull him aside for a quick chat... With him failing a APFT there is no way he would be promoted. He should be flagged for the failure and that means no favorable actions. If he is saying that he is making some stuff up or he is confused. I have seen a 1LT at my BOLC but it is extremely frowned upon. He was a National Guard Officer so I am not sure if he was taken care of. But we had a guy in our state that didn't pass IBOLC and our CoC would not promote him. He may think he is Promotable for being a 1LT for 2 years but there is no way he would do that due to his lack of PME. If he did in fact fail a record APFT, his ORB will show he is flagged as long as he was flagged.
