On OERs/NCOERs, you always see a bullet point saying "SM was responsible for the accountability and maintenance of equipment valued at $XX million." How often are those officers/NCOs actually signed for that equipment? Are they just someone who occasionally uses/oversees that equipment? I believe you need to earn your property accountability bullet point by actually signing for that equipment. Not saying it cannot be sub-hand receipted down. Thoughts?

If you sign for, maintain, and improve that unit level hand receipt via completing shortages, turning in delinquent or NMC equipment, you earned it.

<p>There is a difference between responsibility and accountability.&nbsp; The individual that's responsible and accountable for the property is the hand receipt holder or end user of the equipment.&nbsp; </p><p>&nbsp;</p><p>I agree, you earn the bullet by being the Soldier (or NCO/Officer) signed for the equipment.&nbsp; Now, as a PL (or PSG), you have a (supervisory) responsibility to ensure the equipment is serviceable and complete, and you hold the (direct) responsible person accountable (liable) for ensuring&nbsp;the equipment remains in a proper state of readiness.</p>

I only allowed it on those that signed and were accountable for it. Meaning, they were able to report and maintain that accountability. I ensured my PLs understood this because as a former PL my commander made me accountable.
