Question about DLA and other PCS expenses (FY constraints)?

I am on orders to PCS with a report date of October, 2019. I departed my prior PDS in mid-October of 2018 (so within FY19) and reported to my current PDS in Novemeber of 2018. The position they PCS'd me to fill was eliminated after a TDA review so branch nominated me for another assignment and issued orders. I read in the JTR that DLA is only payable once per FY. Since my report date is in FY20, will I be eligible to receive DLA for this upcoming PCS? If so, what does DFAS use as the "date of PCS"? If I depart in mid-September and report prior to October 1st, will that be considered an FY19 move?
