Quotas are nothing new, but this just makes it official. How long do you think it will take for this system to become inflated?

MSgt Steven Holt, NRP, CCEMT-P - Chief, the officer corps has been on notice for some years of the "culture of weaseldom" that started developing as the OER system changed. Weasels seek weasels and promote them. Brown nosers, lifers, weasels - they are just not operating in the best interests of the USAF. We've all seen the people with "touch & go" OERs and EPRs where it looked as if they walked on water but once you started digging. I prosecuted a fair amount of bad senior NCOs - not violent criminal -- just terrible managers, awful leaders, bullies and generally bad. They are the ones who survive the RIFs and other "force shaping" tools and they get happily ensconced in a position where they can find others. It's sad but true.

You can imagine my chagrin when the TJAG, a Major General Thomas Fiscus took an art 15 for having "sex with the hired help" retired as a Colonel in 2005. He was one of those "walk on water, just ask him" kind of Law and Order guys and illustrated the rot in the JAG Corps. He was always calling to hang guys for the same stuff - a part of the hypocrisy culture. Since then some new faces have shown up, smart, dedicated, progressive people with good character and integrity jumped over a bunch of more senior people. They've been pruning it for ten years now and I think they might have gotten them all out. I hope so because we are so much better than this. There are just so very many more excellent performers out there. We need them to move forward.

When dealing with what is arguably a "meritocracy" which constantly reviews its personnel, "inflated ratings" isn't the issue. It's not being able to properly measure skill, proficiency, etc using a simple metric like a performance evaluation.
Of course the vast majority of people are getting top marks. We've weeded out the people who don't want to be here. It creates an uneven distribution. There is no "bottom 50%." The bell curve is completely skewed to one side, which means that differentiating between the 95th percentile and the 90th percentile is near impossible, likely down to the bottom 20%. Even our "mediocre" performers are likely performing above current grade.
