recommending for promotion in the secondary zone

My Platoon Sergeants want to recommend a few soldiers/NCO that are in the secondary zone for promotion. I would like to know what my fellow 1SGs use to qualify a solder/NCO to be recommended for promotion in the secondary zone. ie APFT Score, Weapons, Job performance etc.

1SG,
I used a Demo test, and scenario based questions then hit them with a surprise check on their counseling packets of their troops. I think as an Engineer it is mandatory SGTs and SSGs can perform both their duties and the level above theirs with minimum oversight. I hope that helps.
