Are you reserve or active? PCS is permanent change of station. If you are active duty then you can PCS or TCS from one base to another base. That all depends on if you go on a restricted tour or not. As for PCSing from AD to reserve, I have never heard of anything like that. If you are active duty you PCS every few years or so, or after an over seas tour, such as Korea or Germany. A n example of a TCS or temporary change of station is for things like deployment. I too have never heard of pcs from active duty to reserve.
