I've heard that time spent while on a Federal Scholarship (ROTC) does count for retirements points in the USAR. I have not been able to find this in any regulation though. Does anyone have a lead?

Your SMP time will count, if you spent time as a cadet in Army Guard or Reserve Battle Assemblies / Drill or Annual Training with a unit. Your cadet time for ROTC activities class time, leadership labs, FTX does not count for retirement points or at least this is what has been applied to my 31 years in the Army KY Guard / Army Reserve.

I'd that's true I wish to God somebody had told me about it yrs ago, I've heard just about everything by now, pretty much, I think, and that one, I'd true, escaped me, honest...I did 3 yrs in it, the latter 2 yrs on scholarship, and never got zip for it, honest....

You get retirement points for a scholarship? Sounds like a great deal. None of my 21 years of active duty was on a college campus, semper wishing.
