For example, lets say you have recieved a 1/1 rating on your last few NCOERs, which is totally subjective, and upon reviewing your current working NCOER, your reviewer states that you should receive a lower rating to provide "room for improvement". Should your or should you not have an issue with this? It's all about honest and fair evaluations. If you know that you did not necessarily deserve the 1/1 before then the board will see that and know it as well. I have heard this countless times in the past. It seems the down playing of evaluations has been part of the NCO culture for the longest.
