For example, lets say you have recieved a 1/1 rating on your last few NCOERs, which is totally subjective, and upon reviewing your current working NCOER, your reviewer states that you should receive a lower rating to provide "room for improvement". Should your or should you not have an issue with this? It's all about honest and fair evaluations. I have heard this countless times in the past. It seems the down playing of evaluations has been part of the NCO culture for the longest.
