I strongly suspect that it never changed maybe scaled down after 89/90 and scaled back up after Putins Second Election.

While in international waters or required pass waters, this is really an act of probing.....part of any decent reconnaissance plan.....it's done, and we will sit back, and wait...how far away is January 2017?
