Defense Secretary Ash Carter has an excellent point. Sunnis led by Shia officers have no will to fight - it is a lose/lose situation for them, since the government purged the Sunni leadership.

They are not a unified country now; the gains made during our years in Iraq were lost when we exited prematurely and allowed the situation to degrade again into sectarian fighting.
