It has never happened during his time in office.<br />The net effect is that it changes the politics that has been the norm, where a whole bunch of stuff that would never stand on their own merit get shoved in the omnibus bill and everyone holds their nose and votes for it to prevent a shutdown. Normal apprpriations make the congressional committees far more powerful and make the various department and agency heads go up to the hill to defend their budget and support any new initiatives.<br /><br />I say that it is about time. Before I crafted the formal request, I went to head shed and had a conversation about my intent and their concerns. It kept me from wasting both of our time processing requests that wasn't going anywhere but back to me disapproved. <br />Legislative and Executive branches need to quit beating a dead horse, have a conversation about each others' concerns instead of shoving partisan ideology down each others' throat without regard to the other.
